| Job Description | Proposal Engineer – Study Tender docs in order to gain a clear overall understanding of the construction method. – Prepares & issue Subcontract ITBs. Attend Bid Clarifications. Evaluates subcontract bids. Compile Bid Tabs with recommendations, to include in Resume. – Review Material Bid Tabs to assess the technical/commercial merit of the recommended Bids and reflects recommendation in Tender Resume. – Liaises with other departments to ensure consolidation of Technical & Commercial inputs. – Attend Client Meetings to clarify technical and commercial issues. – Prepares Cost Estimates on Tender Scope of Work. – Coordinate with Estimators to finalize manpower, paint and materials requirements. – Prepares tender requirements summary including clauses on terms of payment, insurance, liabilities, warranties, liquidated damages and bonds. – Prepares Tender Resume (cost summary) for reviewing by Tender Committee and finalize. – Prepares Technical and Commercial Proposals in line with Client requirements and obtain Management approval in order to submit on time. – Following award of Contract, prepares and issue Handover Documents to relevant operational Departments. – Interacts Client for reviewing and signing of final Contract Agreement. – Compliance in accordance with HSE Standard / Quality Standards. |
| Skills Required | – Degree in Engineering, preferably Mechanical, Electrical & Instrumentation or equivalent -5 year’s Experience in the Proposal / Estimation function in Oil & Gas Sector. – Sound multidiscipline technical knowledge. – Well developed planning and organizational skills. – Good negotiating and influencing skills. – Good Analytical skills and Time management awareness. – Good presentation skills. – Strong commercial awareness. – Integrity, dedication and loyalty. – Good Computer skills. – Good communication skills (written and spoken English) with report-writing skills. – Self-motivated, Proactive and a good team leader. – Knowledge of contractual matters. – Knowledge of automation and improved estimation techniques. – Safety and quality conscious. |
