| Job Description | Lead Proposal Engineer – Lead multi-discipline EPC Bid Proposals – Study Tender docs in order to gain a clear overall understanding of the construction method. – Lead in issuing Subcontract ITBs. Attend Bid Clarifications. Evaluates Bid Tabs with recommendations, to include in Resume. – Review Material Bid Tabs to and make recommendation in Tender Resume. – Liaises with other departments to ensure Tech. & Commercial inputs issued on time. – Attend Client Meetings to clarify technical and commercial issues. – Prepares Cost Estimates on Tender Scope of Work. – Coordinate with Estimators to finalize manpower, paint and materials requirements. – Prepares Tender Resume (cost summary) for reviewing by Tender Committee and finalize. – Prepares Technical and Commercial Proposals and obtain Management approval in order to submit on time. – Following award of Contract, issue Handover Documents. – Interacts Client for reviewing and signing of final Contract Agreement. – Supervise, guide & appraise staff. – Compliance in accordance with HSE Standard / Quality Standards. |
| Skills Required | – Degree in Engineering, preferably Mechanical, Electrical & Instrumentation or Civil. – 10 years Experience in the Proposal / Estimation function in Oil & Gas Sector. Project Management experience will be an advantage. – Sound multidiscipline technical knowledge. – Well developed planning and organizational skills. – Good negotiating and influencing skills. – Good Analytical skills and Time management awareness. – Good presentation skills. – Strong commercial awareness. – Integrity, dedication and loyalty. – Good Computer skills. – Good communication skills (written and spoken English) with report-writing skills. – Self-motivated, Proactive and a good team leader. – Knowledge of contractual matters. – Knowledge of automation and improved estimation techniques. – Safety and quality conscious. |
